In relation to the number of questions from Regent / Mayor, Office of Education, Regional Personnel Board and the public about the educational requirements to be appointed as Elementary Classroom Teacher, we hereby confirm that:
In accordance with the Decree of the Minister of National Education Republic of Indonesia Number 123/U/2001 dated July 13, 2001, particularly Article 2, paragraph 1, the educational qualification for Teachers (Grade) Elementary School is a graduate of the D-II PGSD Prajabatan and in situations of certain conditions it is possible to receive graduate D-II PGSD Equalization, SPG and SGO.
As for understanding the situation and circumstances are particularly in the case of graduate applicants state D-II PGSD Prajabatan not available / no longer exists, then the D-II graduates PGSD Equalization, SPG and SGO CPNS possible to be appointed as Master Class. This policy was adopted because the situation of the conditions of each region vary widely in the availability of D-II graduates PGSD Prajabatan.
Furthermore, we ask the attention of the Regent / Mayor to carefully examine the validity of diplomas PGSD Prajabatan D-II, D-II PGSD Equalization is used to apply for a Master Class. This remind us, because of rampant educational organization PGSD Prajabatan D-II and D-II PGSD Equalization without permission from the Directorate General of Higher Education, Ministry of National Education.
The validity of diploma graduates PGSD Prajabatan D-II can be seen among others by seeing whether the certificate is issued by the College who have permission from the Directorate General of Higher Education to carry out D-II program PGSD Prajabatan. The list of universities that have a permit from the Directorate General of Higher Education to carry out D-II program PGSD Prajabatan can be seen in appendix I. However, it must also be examined further, that the certificate must be obtained from regular learning activities in the respective university campus, not far from implementation classes and the like. The quality of graduates from the class implementation of distance and the like can not be accounted for, so that diplomas are not recognized by the Government and do not qualify to be a primary grade teacher. Organizers and diploma holders who tidah legitimately be subject to legal prosecution pursuant to Act No. 20 of 2003, chapter 67, article 68, article 69 and article 71.
Universities / other institutions outside the list in appendix I, which held a D-II program PGSD Prajabatan, diplomas are not recognized by the Government and its graduates are not qualified to be appointed as Master Class CPNS SD.
In the case of D-II program peyelenggaraan PGSD Equalization, the Directorate General of Higher Education Department of Education gave permission to the new National Open University, with a distance learning system (not a remote classroom). Thus, if there are Universities / other institutions that hold the D-II Equalization Program in addition to the Open University, means without permission from Direktotrat General of Higher Education, so that the Directorate General of Higher Education Department of Education is not responsible for the quality of graduates and the legality of the issuance of diplomas.
So some things we submit, would be used as guidance in the selection of the appointment of School Classroom Teachers Association, which is part of the embodiment of regulatory enforcement, for the sake of improving the quality of our education, especially in primary school.
